Governance

The main governing body of GFCS is the Intergovernmental Board on Climate Services (IBCS), which has a Management Committee that carries out the decisions and requests of the Board during the intersessional period. The governance structure of GFCS includes the Partner Advisory Committee (PAC), which is the stakeholder engagement mechanisms, and a technical committee, still to be established. The Management Committee has established task teams(TT) which carry out specific tasks.

IBCS

The IBCS was formed at the Extraordinary Congress of WMO in 2012 and is accountable to the World Meteorological Congress. The IBCS oversees and provides the overall management of the development and implementation of GFCS and coordination at the global and regional levels. IBCS is open to membership of all countries and meets periodically.

Management Committee

The Management Committee of the IBCS (IBCS-MC) was established at the first session of the IBCS (IBCS-1) in 2013 and is composed of one Chair, two Co-Vice-Chairs and Members representatives from each WMO Regional Association respecting the principle of equitable geographical representation and gender balance.

The Partners Advisory Committee (PAC) was established by IBCS at its first session (IBCS-1) in 2013 as GFCS stakeholder engagement mechanism to ensure participation of partners and stakeholders in the work of the IBCS.

The two ad-hoc Task Teams(TT) was established at the second session of the IBCS (IBCS-2) in 2014 : the Task Team on the GFCS 2015-2018 Operational and Resource Plan, TT-ORP; the Task Team on Monitoring and Evaluation, TT-M&E.
